The Open Learning Agency (OLA), located in Burnaby, BC, is a fully accredited public educational institution, committed to providing lifelong learning opportunities to British Columbians and learners around the world. OLA offers a number of services, including the Knowledge Network, Open University and Open College, Open School, Workplace Training Systems and the International Credential Evaluation Service. OLA services provide learners of all ages and skill levels with flexible education and training alternatives. Learners can complete courses where and when they want. Flexible course delivery formats include print-based, video-based and Internet-based courses. Tutors provide support by telephone and over the Internet.

Through the BC Educational Credit Bank students may apply credits earned at other recognized educational institutions toward Open University and Open College certificates, diplomas and degrees. Students may work toward completing bachelor's degrees in Arts, Business Administration, General Studies, Science, Music Therapy, Tourism Management, Health Science and more. The Open University and Open College's combined enrolment is around 10 000 and course enrolments total over 16 500. The majority of Open University and Open College students are between 25 and 39 years of age.
