After establishing himself in business as owner and president of a sheet-metal manufacturing company, Kemp was a Conservative MP for East Toronto, 1900-08 and 1911-21. As minister of militia and defence 1916-17 and minister of the overseas military forces 1917-20, Kemp helped restore order to the chaos created by former defence minister Sam HUGHES, but he was careful not to surrender ministerial authority to the soldiers. He served in the Senate from 1921 until his death.
