St. John’s Election Riot of 1861

On 13 May 1861, 2,000 protesters gathered outside the Colonial Building in St. John’s, Newfoundland. They objected to actions taken by the colony’s governor, Sir Alexander Bannerman, during the recent, highly contentious election; he had defied responsible government and install a new, Conservative government. The protest turned into a riot that damaged property and resulted in the deaths of three people. It took months to settle the political stalemate. The Conservatives won by-elections in disputed ridings and remained in power. The riot led to new laws that protected polling stations, saw police officers keep the peace instead of soldiers, and discouraged events and practices that could lead to violence.

Newfoundland and Labrador and Confederation

Attempts to bring Newfoundland into Confederation in the 1860s and 1890s were met with lukewarm interest in the colony. In 1934, Newfoundland was in bankruptcy during the Great Depression. It suspended responsible government and accepted an unelected Commission Government directed by Britain. In a 1948 referendum, Newfoundlanders were given the choice to either continue with th Commission Government, join Canada, or seek a return to responsible government as an independent dominion. The independence option won the first vote. But the Confederation option won a run-off vote with 52.3 per cent support. The British and Canadian parliaments approved of the union. Newfoundland became Canada’s 10th province on 31 March 1949. In 2001, the province’s name was officially changed to Newfoundland and Labrador.

Chinese Head Tax in Canada

The Chinese head tax was enacted to restrict immigration after Chinese labour was no longer needed to build the Canadian Pacific Railway. Between 1885 and 1923, Chinese immigrants had to pay a head tax to enter Canada. The tax was levied under the Chinese Immigration Act (1885). It was the first legislation in Canadian history to exclude immigration on the basis of ethnic background. With few exceptions, Chinese people had to pay at least $50 to come to Canada. The tax was later raised to $100, then to $500. During the 38 years the tax was in effect, around 82,000 Chinese immigrants paid nearly $23 million in tax. The head tax was removed with the passing of the Chinese Immigration Act in 1923. Also known as the Chinese Exclusion Act, it banned all Chinese immigrants until its repeal in 1947. In 2006, the federal government apologized for the head tax and its other racist immigration policies targeting Chinese people.

Responsible government refers to a government that is responsible to the people. In Canada, responsible government is an executive or Cabinet that depends on the support of an elected assembly, rather than a monarch or their representatives. A responsible government first appeared in Canada in the 1830s. It became an important part of Confederation. It is the method by which Canada achieved independence from Britain without revolution.

Confederation's Opponents

Opposition to Confederation has existed since a union of British North Americancolonies was first proposed in the late 1840s. In the eastern parts of the country, opponents generally feared that Confederation would strip power from the provincesand hand it to the federal government; or that it would lead to higher taxes and military conscription. Many of these opponents ultimately gave up and even served in the Canadian government. In the West, Indigenous peoples in the Red River Colonywere never asked if they wanted to join Confederation. Fearing for their culture and land rights under Canadian control, they mounted a five-month insurgency against the government. Many Quebec nationalistshave long sought to separate from Confederation, either through the extreme measures of the Front de libération du Québec (FLQ), or through referenda in 1980 and 1995.

Truth and Reconciliation Commission (Plain-Language Summary)

The Truth and Reconciliation Commission (TRC) started working in 2008. It was a result of the Indian Residential Schools Settlement Agreement (IRRSA). The IRRSA recognized the suffering and trauma experienced by Indigenous students at residential schools. It also provided financial compensation (money) to the students. The TRC performed many tasks. It created a national research centre. It collected documents from churches and government. It held events where students told their stories. The history of the Canadian film industry has been one of sporadic achievement accomplished in isolation against great odds. Canadian cinema has existed within an environment where access to capital for production, to the marketplace for distribution and to theatres for exhibition has been extremely difficult. The Canadian film industry, particularly in English Canada, has struggled against the Hollywood entertainment monopoly for the attention of an audience that remains largely indifferent toward the domestic industry. The major distribution and exhibition outlets in Canada have been owned and controlled by foreign interests. The lack of domestic production throughout much of the industry’s history can only be understood against this economic backdrop.

Ladies Ontario Hockey Association (LOHA)

The Ladies Ontario Hockey Association (LOHA) was the first governing body for community women’s ice hockey in Canada. It was formed in 1922 and disbanded in 1940. Initially, the league consisted of 18 senior teams from across Ontario, from bigger cities such as Toronto, London and Ottawa, to smaller centres such as Bowmanville, Huntsville and Owen Sound. The creation of the LOHA led to the 1925 founding of the Women’s Amateur Athletic Federation, which absorbed the LOHA when it disbanded.

Film distribution is one of the three main branches of the film industry. It provides the link between film production and exhibition. It is also the most profitable of the three sectors and is dominated by large multinational conglomerates. Film distribution companies supply movies, television programs, videos and new media to outlets such as cinemas and broadcasters. They do so in territories where they have acquired rights from the producers. Traditionally, distribution companies are the prime source for financing new productions. The distribution sector has been called “the invisible art.” Its practices tend to only concern industry insiders and go unnoticed by audiences. Inuit Experiences at Residential School

Residential schools were government-sponsored religious schools created to assimilate Indigenous children into Euro-Canadian culture. Schools in the North were run by missionaries for nearly a century before the federal government began to open new, so-called modern institutions in the 1950s. This was less than a decade after a Special Joint Committee (see Indigenous Suffrage) found that the system was ineffectual. The committee’s recommendations led to the eventual closure of residential schools across the country.

Murdoch Mysteries

Murdoch Mysteries is a TV series about William Murdoch, a fictional Victorian-era detective who is ahead of his time and uses forensic science and technology to solve Toronto’s most complex crimes. Often referred to as a Victorian-era CSI, the long-running police procedural features a mix of humour, intrigue, science fiction, history and period production values. Based on Maureen Jennings’s successful series of mystery novels, the show  attracted a cult following after premiering on City TV in 2008. It garnered a much larger audience after being picked up by the CBC in 2013. It was Canada’s highest-rated scripted television series in 2016, 2017 and 2018, and won the Golden Screen Award in 2017, 2018 and 2020. It is seen by millions of viewers in more than 100 countries.

Métis Experiences at Residential School

Although the first residential schools in Canada were established with the intention of assimilating First Nations children into Euro-Canadian culture, Métis and Inuit children were also institutionalized in such facilities. Métis children experienced similar day-to-day conditions to those of other students in residential schools, but they were often considered “outsiders” by their peers and administrators. This perception affected their experiences within these institutions in particular ways.

Emergencies Act

In July 1988, the War Measures Act was repealed and replaced by the Emergencies Act. The Emergencies Act authorizes “the taking of special temporary measures to ensure safety and security during national emergencies and to amend other Acts in consequence thereof.” In contrast to the sweeping powers and violation of civil liberties authorized by the War Measures Act, the Emergencies Act created more limited and specific powers for the federal government to deal with security emergencies of five different types: national emergencies; public welfare emergencies; public order emergencies; international emergencies; and war emergencies. Under the Act, Cabinet orders and regulations must be reviewed by Parliament, meaning the Cabinet cannot act on its own, unlike under the War Measures Act. The Emergencies Act outlines how people affected by government actions during emergencies are to be compensated. It also notes that government actions are subject to the Canadian Charter of Rights and Freedoms and the Canadian Bill of Rights.

Goaltender Masks

The first goaltender to wear a mask in an organized ice hockey game was Elizabeth Graham of Queen’s University in 1927. The first National Hockey League (NHL) goalie to wear a mask full-time was Jacques Plante of the Montreal Canadiens; he wore a face-hugging fibreglass mask created by Bill Burchmore beginning in 1959. The construction and design of goalie masks gradually improved to include a caged section over the eyes and nose. This hybrid-style fibreglass mask was adapted for use in baseball by Toronto Blue Jays catcher Charlie O’Brien in 1996. However, concerns have arisen over the safety of goalie masks and goalie-style catcher masks, particularly their ability to protect against concussions.
