Indigenous Services Canada

Indigenous Services Canada (part of the former Indigenous/Indian and Northern Affairs Canada or INAC) was created by the federal government in 2017 to provide and support the delivery of services such as health care, child care, education and infrastructure to First Nations, Métis and Inuit communities. The overarching vision of the department is to support self-determination as a means of providing Indigenous peoples with the power to deliver their own services.

Walking Buffalo (Tatanga Mani)

Walking Buffalo (born Tatanga Mani, also known as George McLean), Stoney-Nakoda leader, statesman, philosopher (born 20 March 1870 in the Bow River Valley near Morley, AB; died 27 December 1967 in Banff, AB). Walking Buffalo was present at the signing of Treaty 7 (1877) and later served as a respected leader in Bearspaw First Nation until his death. Walking Buffalo preached world peace and, in 1959, journeyed around the globe to spread this word. He was a strong advocate for protecting the environment and Indigenous rights and culture.

Women and the Indian Act

The Indian Act has affected Indigenous cultures, systems of governance, societies and ways of life since its enactment in 1867. Gender discrimination in the Act further disadvantaged First Nations women, in particular. Until 1985, women with Indian status who married someone without status lost their status rights. Men, on the other hand, did not lose Indian status in the same way. Even after Bill C-31 reinstated the status rights of many women in 1985, the Act still discriminated against women by privileging male lines of descent. Amendments in 2011 and 2017 sought to fix these issues. In 2019, the federal government brought into force the remaining part of Bill S-3, which is meant to address lingering sex-based inequities in the Indian Act. (See also Indigenous Women’s Issues.)

Shawnadithit

Shawnadithit (also known as Nance or Nancy April), the last Beothuk (born circa 1800-6 in what is now NL; died 6 June 1829 in St. John’s, NL). Shawnadithit’s record of Beothuk culture continues to shape modern understandings of her people. In 2007, the federal government announced the unveiling of a Historic Sites and Monuments Board of Canada (See Historic Site) plaque recognizing Shawnadithit’s importance to Canadian history.

Joseph Benjamin Keeper

Joseph Benjamin “Joe” Keeper, world-class athlete and war hero of the Norway House Cree Nation (born 21 January 1886 in Walker Lake, MB; died 29 September 1971 in Winnipeg, MB). Keeper competed at the 1912 Stockholm Summer Olympics, where he participated in the 5,000 and 10,000 m track events. Keeper later served in the Canadian Expeditionary Force during the First World War and received the Military Medal for his actions at the front. After his death, Keeper was inducted into the Canadian Olympic Hall of Fame in 1977 and Canada’s Sports Hall of Fame in 2015.

Elsie Knott

Elsie Marie Knott (née Taylor), Ojibwe chief, community leader, entrepreneur (born 20 September 1922 on Mud Lake Reserve [now Curve Lake First Nation], ON; died there on 3 December 1995). Knott was the first elected female First Nations chief in Canada, after a 1951 amendment to the Indian Act permitted Indigenous women to vote and participate in band governments. She was also chief of her First Nation for 14 years, from 1954 to 1962 and from 1970 to 1976. Knott was dedicated to preserving the Ojibwe language and was known for her community activism and support of education.

Roberta Jamieson

Roberta Louise Jamieson, OC, Kanyen'kehà:ka (Mohawk) lawyer, ombudsman, Six Nations chief, policy advisor, senior mediator, businesswoman (born in 1953 at Six Nations of the Grand River Territory near Brantford, ON). Jamieson was the first Indigenous woman in Canada to earn a law degree (1976); first non-Parliamentarian appointed to a House of Commons committee (1982); first woman appointed ombudsman in Ontario (1989); and first woman elected as Six Nations chief (2001).

Daniels Case

On 14 April 2016, the Supreme Court of Canada ruled in Daniels v. Canada that the federal government, rather than provincial governments, holds the legal responsibility to legislate on issues related to Métis and Non-Status Indians. In a unanimous decision, the court found that Métis and Non-Status peoples are considered Indians under section 91(24) of the Constitution Act, 1867 — a section that concerns the federal government’s exclusive legislative powers. Recognition as Indians under this section of law is not the same as Indian Status, which is defined by the Indian Act. Therefore, the Daniels decision does not grant Indian Status to Métis or Non-Status peoples. However, the ruling could result in new discussions, negotiations and possible litigation with the federal government over land claims and access to education, health programs and other government services.

Indigenous Peoples' Medicine in Canada

Since time immemorial Indigenous peoples in Canada have been using plants and other natural materials as medicine. Plant medicines are used more frequently than those derived from animals. In all, Indigenous peoples have identified over 400 different species of plants (as well as lichens, fungi and algae) with medicinal applications. Medicine traditions — the plants used, the ailments treated, protocols for harvesting and application, and modes of preparation — are similar for Indigenous peoples across the country. In many Indigenous communities, there are recognized specialists trained in traditional medicine, and their practice often reflects spiritual aspects of healing as well as physical outcomes. In many cases, the therapeutic properties of Indigenous medicines are attributable to particular compounds and their effects on the body, but in other instances, their application is little understood by western medical practitioners. Within Indigenous communities, specific methods of harvesting and preparation of medicines are considered intellectual property of particular individuals or families.

Pit House

A pit house is a type of dwelling historically used by various Indigenous peoples living in the Plateau region of Canada. Partially built into the ground, pit houses provided warmth and shelter during the winter season. While pit houses no longer serve as common dwellings, they retain cultural significance for many Indigenous peoples. Archeological remains and replicas of pit houses can be found in various parts of Canada. (See also Architectural History of Indigenous Peoples in Canada.)

Tupiq

Historically, Inuit used a simple tent, known as a tupiq (the plural form is tupiit), while travelling or hunting during the summer months. Today, the traditional tupiq is rarely used (because modern variations have largely replaced it), but some Inuit elders and communities are working to keep the tupiq, and other Inuit traditions, alive. Indian Status

Indian Status is a legal identity defined by the Indian Act. It applies to some Indigenous peoples in Canada. People with status, known as Status Indians (or Registered Indians), fit the criteria for status as laid out in the Act. The terms of status — including who is considered Indian under the law — have changed overtime. Outside legal contexts, Indian is a term that is now considered outdated and offensive.

Tookoolito

Tookoolito, also known as Hannah and Taqulittuq (born in 1838 near Cumberland Sound, NU; died 31 December 1876 in Groton, Connecticut), Inuk translator and guide to American explorer Charles Francis Hall. Tookoolito and her husband, Ebierbing (traditionally spelt Ipiirvik), were well-known Inuit explorers of the 19th century who significantly contributed to non-Inuit’s knowledge of the North. The Government of Canada has recognized Tookoolito and Ebierbing as National Historic Persons.

Gustafsen Lake Standoff

The Gustafsen Lake Standoff was a month-long conflict (18 August–17 September 1995) between a small group of First Nations Sun Dancers and the Royal Canadian Mounted Police (RCMP). The standoff took place in central British Columbia, in Secwepemc (Shuswap) territory near 100 Mile House. Sparked by a dispute between a local rancher and a camp of Sun Dancers over access to private land for ceremonial purposes, the armed confrontation raised larger questions of Indigenous land rights in British Columbia. On 11 September 1995, in what was later called the largest paramilitary operation in the history of the province, RCMP surrounded the remote camp and a firefight erupted during which, remarkably, no one was seriously injured. The standoff at Gustafsen Lake is perhaps the least known in a series of localized armed conflicts involving Indigenous peoples in the 1990s that included the Oka and Ipperwash crises in Quebec and Ontario, respectively.

Louis Levi Oakes

Louis Levi Oakes (also known as Tahagietagwa), Mohawk soldier, war hero, steelworker, public works supervisor (born 23 January 1925 in St. Regis, QC; died 28 May 2019 in Snye, QC). During the Second World War, Oakes was a code talker for the United States Army. Code talkers used their Indigenous languages to encode radio messages to prevent the enemy from understanding them. When he passed away at age 94, Oakes was the last Mohawk code talker. (See also Cree Code Talkers and Indigenous Peoples and the World Wars.)

Darren Zack

Darren Zack (nicknamed Z-Man), pitcher in fastpitch softball (born 9 August 1960 in Garden River First Nation, ON). Compared in his skill to Babe Ruth, Zack dominated fastpitch softball in the 1990s. In addition to many other athletic accomplishments, Zack helped Team Canada win the Pan American Games fastpitch medal in 1991, 1995 and 1999. Though a fearsome competitor, Zack is known for his modest and humble demeanor off the field. He is actively involved in his Garden River First Nation community and in encouraging youth involvement in sports. (See also Baseball.)
